Is hardening and tunneling a good thing?
There’s a point of diminishing returns and a negative psychological mindset that can develop. Totalitarians love to spend immense resources on underground command centers. The Nazis, the Soviets, and Saddam spent enormous resources on tunneling. It didn’t work out well for any of them. Every tunnel needs an air vent or an access point. Destroy these and the underground facility is worthless. I’ve been inside these magnificent facilities and with precision targeting, they rapidly become tombs for those who develop a false sense of security.
For headquarters, troops, aircraft, missiles, ships, and supply centers, a modicum of hardening is a good thing. Disperse, harden, and camouflage is good up to a certain level. A higher level of operational art, agility, and speed is always better than absolute hardening.
