These drones are not being flown by a foreign adversary. The drones are flashing red and green navigation lights that are required by the FAA for any aircraft flying during nighttime. They do not need the lights to navigate. They are using geopositioning data to navigate their way over territory. No foreign adversary would announce their presence by flashing lights on their drones. The whole exercise is likely the government testing out some advanced drone technology.
